LAW ENFORCEMENT PROJECT EXPERIENCE


Long Beach Police Department – Long Beach California

CPTED Expert for City. Worked in Crime Prevention, Investigations for past 20 years. Applied CPTED concepts to proposed and existing residential, commercial and government properties for past 7 years. Member of a multi-disciplinary action team to address crime and blight at “hot-spot” properties. Inspected proposed new developments and provided analysis on project impact on police services. Conducted research on CPTED applications and theories. Wrote CPTED guidelines for Police Department and public.

Perform analysis of proposed new building plans for residential, non-residential, parks, open space and government projects. Recommendations are provided to reduce criminal opportunity through land use planning, architectural features, circulation systems, landscaping, and physical security devices. Provide input into Environmental Impact Reports regarding potential criminal activity, demand on law enforcement services, and measures to take to mitigate the concerns.

Conduct inspections on over 200 existing properties. Work with multi-agency team along with community members to develop long and short term strategies. Made formal recommendations on improvements to reduce the opportunity for crime, giving the community a feeling of safety and security. Conduct community meetings on a regular basis promoting partnerships between the City and community members for the purpose of problem solving and accountability.


NEW DEVELOPMENT PLAN REVIEW

GOVERNMENTAL AND OTHER SENSITIVE PROPERTY INSPECTIONS

Extensive experience and knowledge in the unique considerations and critical nature of governmental properties and other sensitive projects. Responsible for conducting inspections, providing expert input and making formal recommendations on these types of properties for the City of Long Beach, California and elsewhere.

1. Multiple City parks – Inspections and analysis to address high crime and loitering of homeless.

2. City Hall Civic Center – Enhanced security analysis.

3. Long Beach Convention and Visitors Center – Public space lighting and visibility.

4. Long Beach Aquarium of the Pacific – Visibility and access control analysis.

5. Various properties where possible civil litigation is anticipated.

7. Traveled to the Kingdom of Saudi Arabia as lead consultant on their Urban Security Project.

TRAINING COURSE DEVELOPMENT

Basic and Advanced CPTED Course Curriculum

Developed and presented courses in the concepts and application of Crime Prevention Through Environmental Design. The courses covered topics such as: history and four principles of CPTED, blueprint analysis, site evaluation and report writing, park space, lighting, activity support, defensible space and public art. Multiple teaching techniques such as PowerPoint, written handouts, class interaction, field inspections and practical exercises are used. These courses have been presented to police and government officials, planning commissioners, engineers, architects, property managers, property owners and community members.



CPTED TRAINING INSTRUCTOR EXPERIENCE

Law Enforcement Academy instructor for CPTED Course.

Provide Basic and Advanced CPTED training to City of North Las Vegas Police Chief, Planning Commissioners, City Management and Staff.

Provide specialized CPTED awareness training to public groups.

CPTED training seminar speaker to the Apartment Association of California Cities Annual conference.

Developed Basic and Advanced CPTED course curriculum and presented to over 100 law enforcement agency personnel.

Provided training and consultation to the City of Chicago's O'Hare Airport Vulnerability Assessment Team.

CPTED Guidelines and Inspections Manual - City of Long Beach California.

This manual is currently being developed and is designed to assist developers, property owners and city staff understand CPTED and apply the concepts to commercial and residential properties.
